UP-Bangsamoro Development Initiative (BDI)

Brief Background

UP-Bangsamoro Development Initiative (BDI) is a flagship program of the University, rooted in the cooperative endeavors of UP and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Initiated by the formation of a Technical Working Group, UP-BDI is proposed to become a special program to be hosted by UP Mindanao. The program may later be institutionalized as it achieves greater impact and sustainability.


UP-BDI will serve as a convener of linkages and collaborators of BARMM. As the only constituent unit of UP in Mindanao, UP Mindanao will be the lead implementor, with UP-BDI as a special program under the Office of the Chancellor, linking other units in the UP system to BARMM for effective partnership.

TWG Milestones

— Building Strong Connections

Seven pivotal coordination meetings with BARMM Ministries and agencies.

— Focused Sub-Committees

Set up two sub-committees dedicated to Food Security and Health.

— Strategic Partnerships

Formalizing partnership through Memorandum of Understanding with key partners, such as Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU), Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR), Ministry of Health (MOH), and the Bangsamoro Commission for the Preservation of Cultural Heritage (BCPCH).

— Innovative Projects with Project Collaborators​

Islamic Financing of UP-CIDS, Smart Agriculture and Disaster Preparedness of UPLB, Innovation and entrepreneurship and cultural heritage of UP Mindanao.

— Effective Coordination​

Initial technical coordination points have been successfully established between UP-BDI and BARMM counterparts.

— Strategic Vision

A major highlight has been the strategic planning workshop, which produced a clear and actionable roadmap for UP-BDI.

UP to Intensify Involvement in BARMM​

University of the Philippines Mindanao Professor Lyre Anni Murao disclosed the University of the Philippines’ (UP) plan to create a UP Bangsamoro Development Institute (BDI) to contribute to inclusive and sustainable peace and development in the Bangsamoro Autonomous Region for Muslim Mindanao (BARMM).

SUC Collaboration Program Holds Consultation with BARMM SUCs

The UP-State Universities and Colleges (SUC) Collaboration Program, headed by EVP Jose Fernando Alcantara, held a Stakeholders Consultation with BARMM SUCs on May 8, 2024, in Davao City. This was held in coordination with the Technical Working Group (TWG) for the Creation of the UP Bangsamoro Development Institute (BDI).
